The Santa Barbara killer's ex-roommate said it's a community's responsibility to identify troubled people before they lash out violently but in this case 'we failed.'


Chris Rugg, a junior film major at the University of California, Santa Barbara, had a bad feeling about Elliot Rodger and moved out last June because living there was getting uncomfortable.


But on May 23, when the misogynist turned into a murderer, Rugg started to regret not helping out his reclusive roommate.


'I realized that if I am not surprised that this is something he would have done then why did I not say anything?' Rugg told ABC News.


Rugg says he saw all of the warning signs that Rodger was psychologically disturbed but did not want to get involved at the time.


Rodger would probably be dead now if he hadn't moved out. Among the six college students he killed, two were his current roommates and one was their guest.


But Rugg wasn't the only person who failed to act.


Police reportedly knew about the sexist psycho's unnerving YouTube videos - except for his final video 'Day of Retribution' - until it was too late.


The last video, outlining his murderous plans, was posted at 9:17 p.m. the day of the attack. One minute later he emailed his vile, 137-page hate-filled manifesto to his parents and therapist. The first gunshots were reported nine minutes after the email.


Eight minutes later, he was dead.


The Santa Barbara County sheriff's department released a statement on Thursday correcting an earlier announcement that deputies were unaware of his YouTube channel when they checked on him April 30, three weeks before the shooting spree.


Officers described Rodger as shy and polite. When they asked about the videos, he told them he had difficulty fitting in socially and they were 'merely a way of expressing himself.'


At the time, Rodger was plotting the deadly rampage in his apartment where the guns he used were stashed away. Officers did not consider him a threat and never conducted a search of the home.


The police statement does not explain why deputies never watched the videos.
